Is Miss Vaughn Bell waiting for somebody, something?

Vaughn is a Conceptual Artist: working the environmental art side of the street. It's difficult to see in the photograph but there's a small tree in the shopping cart. She wheeled it around town, as best as I remember it, as a performance art piece.
